Rolf Pendall's article on zoning change wins award from JAPA
The article, “Shifts Toward the Extremes: Zoning Change in Major U.S. Metropolitan Areas From 2003 to 2019,” draws on the second and third waves of a survey Pendall first conducted almost 30 years ago. The findings show that zoning is getting more stringent in high-demand metro areas, permitted densities have gradually risen there, while exclusionary zoning appears to be rising in slow-growth and segregated metro areas.
